Beacause of many reasons including some guy wanting to take control of russia. Wars going on but shortages of food going on too. Some countries didnt like Russia, so that was another thing. Some major causes were political, men taking power, countries not liking Russia, wars, and enemies. CZAR was one of the leaders. The quote means having peace (no war), having food, and everything being good and all right.
