John Locke and "The Enlightenment"

The rights that Jefferson is talking about is that if anybody forms a new government, that the the people have to the right to like it and go along with it. And if they dont like it they have the right to get rid of it or fight against. They also have the right or make or form another goverment if they would like to.

The goverment comes from principles and organized powers, in such form that it could effect the people's happiness etc. And the goverments long-established way or working would not be changed for anything, and would stay the same always. The goverment gets its powers from the constent of the governed and men.
